Stream Topology Manager

Handle the creation, deletion and query of the stream topology (what is where, connected with who?). It creates the mapping between the logical connectivity and the physical location of the stream junctions (i.e. which node they are on). Identify unique descriptors (handle) per stream for every defined stream topology; these unique descriptors can then be exposed to other components.
